Meaning:

The user has pop-up blocker turned on.

Solution:

The user must turn off the pop-up blockers. It is quite frequent that the user may not even be aware of the pop-up blocker.

If the user has Netscape the solution is simple. Follow the instruction on this page for netscape users.

For Internet Explorer the solution is a little harder, but there are several options. It is most likely that the users has installed some 3rd party apps that are blocking pop-ups, perhaps even without their knowledge. To find out what might be causing it, look under menu item 'View'->'toolbars'. If they have anything other then
"standard Buttons", "Address", or "Links", they might be causing it. In the example the "Google toolbar" has a built in pop-up blocker. It has to be turned off.

They can also go this page to TEST the pop-ups.
